Wokingham Safeguarding Children Partnership

Welcome to Wokingham Safeguarding Children Partnership

The Wokingham Safeguarding Children Partnership brings together local organisations that work with children, young people and families to help keep children safe, promote their welfare, and improve outcomes. We work to ensure that safeguarding arrangements across Wokingham are effective, that agencies work together well, and that learning from local and national reviews leads to meaningful improvements in practice.

Under the statutory guidance Working Together to Safeguard Children 2026, safeguarding partners are responsible for agreeing and implementing local multi-agency safeguarding arrangements (MASAs). These arrangements set out how local organisations will work together to identify, protect and support children and young people, hold one another to account, and continually improve safeguarding practice.

Lead Safeguarding Partners

The Lead Safeguarding Partners (LSPs) for Wokingham are:

  • Susan Parsonage, Chief Executive of Wokingham Borough Council
  • Nick Broughton, Chief Executive of NHS Thames Valley Integrated Care Board
  • Jason Hogg, Chief Constable of Thames Valley Police

The LSPs meet twice-yearly on a Berkshire-West footprint to oversee the effective functioning of the three safeguarding children partnerships (Wokingham, Reading and West Berkshire). Each LSP has appointed a Delegated Safeguarding Partner to carry out the partnership’s functions on their behalf.

Delegated Safeguarding Partners

  • Emma Cockerell, Director of Children's Services, Wokingham Borough Council
  • Felicity Parker, Chief Superintendent, Thames Valley Police
  • Debbie Hartrick – Director of Safeguarding, NHS Thames Valley Integrated Care Board

The DSPs meet on a quarterly basis, including education and other relevant agencies. They are supported by a set of sub-groups and priority working groups to help them to deliver the 5 priorities agreed across Berkshire West.

Berkshire West Priorities 2025 to 2028

The three safeguarding children partnerships across Berkshire West (Wokingham, Reading and West Berkshire) have agreed the following priorities for 2025-2028:

  • Priority 1:  Lead Wokingham Borough Council – Safeguarding & Support for Children and Young People from Intra Familial Harm
  • Priority 2:  Lead Thames Valley Police - Safeguarding & Support for Children and Young People from Extra Familial Harm
  • Priority 3:  Lead Reading Borough Council - Safeguarding & Support for Children and Young People from Domestic Abuse
  • Priority 4:  Lead West Berkshire Council - Safeguarding & Support for Children not in School
  • Priority 5:  Lead Integrated Care Board - Safeguarding & Support for Pre-School Children, Reducing Neglect

Please note that the dedicated Wokingham Safeguarding Children Partnership (WSCP) arrangements launched on 1 October 2026. Prior to this, they were delivered jointly with Reading and West Berkshire through the Berkshire West Safeguarding Children Partnership (BWSCP).

WSCP continues to work closely with partners across Berkshire, including children's and adult's safeguarding arrangements. This includes retaining joint working, such as the Lead Safeguarding Partners meeting and Priority Delivery Working Groups across Berkshire West, and the pan-Berkshire Child Death Overview Panel and Section 11 arrangements.
